No cellphone received for contract taken out

I have taken out a Telkom mobile contract via a service consultant over the phone about 4weeks back, I still did not receive the phone and they actually say you get the phone within 7 to 10 working days... I'm still waiting. I am tired now of waiting. They phoned me a week and a half to two weeks ago to make sure all my info is correct and told me that the phone will be delivered shortly.
