Why Blacklist Phones when you keep them active?

My Father was in an armed on 28 October. Amongst other things they four cellphones. With GREAT pains and frustration and patience we dutifully followed the process and blacklisted the phones via the call desk. We got sms verification from Vodacom that the Phones has been blacklisted with a reference number for each phone! (Ref :14595540, 14595605, 14595494, 14595380)
To my surprise I see the BB contact of my step-mom change with to another name. I see that pin is now used by ADMIRO MACICANE... Admiro has an active Facebook page which is where I have acquired the following information: His home is in Maputo, He works at a place called Privado (which I believe is a bar) He posted a very nice clear picture of himself on his profile on Facebook, Now I ask you how he can do this on a phone that has been blacklisted by you? I personally think that you have no intention of blacklisting phones as it reduces possible revenue for your company. Instead you knowingly welcome the business thereby encouraging the of cell phones! The worst of this is the hassle I must go through to "Do the right thing". Why not just tell me to cut my losses and get used to life in SA
