Misinformed and not getting back after querie

On Thursday, 19 November a man from vodacom phoned me about my upgrade.
He stated that I was a valued customer and as it was time for my upgrade, they have 'n very good deal for me.
I was on a top up 200 at that stage and had a Nokia E5-00. He told me that they can upgrade me to a top up 400 for only R250 per month, but i have to take the samsung chat 333.
He told met it had all the functions of the phone I have now and a duel simcard. It was not the case. I can not download whatsapp to this phone that was deliverded on Tuesday, 24 Nov.
I called the customer service on Monday, 2 Dec. The lady said that she can not help me, because they were offline. She will get back to me. I am still waiting. I do not want the phone, they can give me other phone even if it means I must go back to a top up R200 again.
I was misled, and then bad service from them to rectify the problem.
