Samsung s4 for repairs

I took in my S4 for repairs at cell c rosebank and on taking it in they told me I'll have it back in 21days at most. Last week I received a call saying I'll have my phone within 5 days, a week later I made a call to the shop to follow up and I spoke to emily who was dismissive and mentioned she was busy to attend to me. What kind of service is this? It has been more than 21days and I still don't have my phone back.
