Illed for cancellation

Telkom will not replace the telkom lines that were for 0116142053. So I said please cancel the line as telkom cannot meet my needs. They then slap me with a cancellation fee when its their fault. If I have to I will take this to the comsumer protection. Why should I be billed if you cannot or will not provide the service.
