Extra Unwelcome Charges... SERIOUSLY!

I received my Nov bill with a total itemized billing for a mere R184.54 and then on top of this and the handset charge there is an extra R136.99 that they call "excessive usage adjustment"

Now I don't care that you went over to a new system, and that your operators take 25 minutes (of being on hold) to figure out what is going on. This is absolutely unacceptable!

I will not pay the additional R136.99 on the account and expect a written apology from the company and credit to be passed. My usage on the phone is not even over R200, what gives you the right to just add additional unexplained charges to my bill?

What is considered excessive usage? And please send me the part in my contract that stipulates that fact and where it stipulates that you can charge an amount for the excessive usage, and what the allowed amount is. I REALLY want to see where it says that in the contract.
