Line cancelled 9 month ago, still billed

I have called in feb to cancel my line in buccleuch for march as we got a new line for business on the same day the line is still not canceled up to day, with a bill of r2800, while trying to blacklist me.
dispute department got the dispute in june, then fail to cancel for march, they tired to cancel for june. why are they so useless?
