Promises not kept & contravention of CPA

I HAVE A HUGE PROBLEM WITH CELL C!!! SINCE MY UPGRADE IN SEPTEMBER, THEY HAVE BILLED ME FOR "HIDDEN COSTS" THAT WAS NOT AT ANY STAGE OR TIME DISCLOSED TO ME. THIS IS IN CONTRAVENTION OF THE CONSUMER PROTECTION ACT & I INTEND TO ALSO LODGE A COMPLAINT AGAINST THEM WITH THE TRIBUNAL. SINCE THE OLD CONTRACTS NO LONGER EXISTS, I HAD TO "UPGRADE" TO A NEW CONTRACT. EVEN THOUGH I'VE RECEIVED THE NEW HANDSET (BLACKBERRY Q5) IN THE MEANTIME, I WAS INFORMED THAT THE NEW CONTRACT WILL ONLY COME INTO EFFECT ON 10 DECEMBER, AFTER THE OLD CONTRACT HAS EXPIRED. SO THE OLD CONTRACT REMAINS IN FORCE UNTIL THEN. I HAVE NOW FOR 2 MONTHS RECEIVED BILLS THAT ARE MORE THAN 3 TIMES THE AMOUNT MY BILL USUALLY IS & HAVE QUERIED SAME. IT IS ONLY THEN THAT I WAS INFORMED THAT IT IS DUE TO THE FACT THAT THE OLD CONTRACT IS NOT COMPATIBLE WITH THE NEW HANDSET & THEREFORE ALL INTERNET CHARGES (INCLUDING FB, WHATSUP & BBM) ARE BEING BILLED! ALL OF THESE WERE FREE ON THE OLD HANDSET. SINCE WHEN IS YOUR CONTRACT BEING LINKED TO YOUR HANDSET AND NOT THE SIMCARD??? I HAD TO DO A SIM-SWOP AS WELL, SINCE THE NEW HANDSET ONLY TOOK THE MICRO SIMCARD AND EVEN DURING THIS PROCESS I WAS NOT INFORMED OF ANY
