No upgrade for you

I inquired telkom to do wiring upgrades at my building, so I can have a 10mb line. My area can support it and I am close enough to the exchange, the only thing is that the wiring in my building is outdated and needs to be upgraded. I was asked who my isp is which is mweb, not Telkom, I was told to go cry about it to Mweb. Mweb does not offer these services, Telkom who are the only ones who can help me, refuses to do so. What now?
