BAD Internet service

Over a month now we are experiencing extremely bad internet speeds, a problem that just dose not get resolved!!!

-Web Sites pages do not open or is very slow and time consuming...
-P2P downloading we only get on average 17KB/s to 20KB/s...
-Torrents run at 0.1 too 5.0 KB/s...
-Online gaming is terrable i am a Dota 2 gamer and getting DC / lag playing on a South African server is a joke!!

We were told that they will look in to it but the same problem remains..
We went over to a different ISP test Account for a week to see if we are being throttled or so. Line was perfectly okay internet speeds was as it should be on the Test Account of the other ISP.

After the week we swapped back over to BuzyBuy and the internet speeds was terrible the instant the settings was put in...
