Billed incorrectly despite complaints

I moved and informed Telkom (on the 7th August) that I was moving to a new location and they had to cancel the account at the end of August. (reference for this is 83491935A) I was billed for this cancelled number for the month of September. I phoned to complain and explained what had happened after I got another bill for October for both the old expired number and my new number. I couldn't afford to pay this amount and so again phoned to complain and after explaining the full problem again, I was assured I was only going to get billed for the existing telephone line and that the money spent on the expired line would be reimbursed only in the following month of November. I now found that despite this I got billed for both numbers again this month and now have to figure a way to survive on the little Telkom left me in my bank account for the rest of the month. The reference for this last conversation is 27070540. My question is when do I get the money back and do I get my VAT spent on this back or does the excess VAT disappear into Telkoms pocket?
