HIGH BILL WHEN SIM IS NOT BEING USED!!

Dear Sir i took out a contract for the tablet at R199 a month.. Removed the Sim Card from the Card but I am being billed Excessives fees each and every month.. How is this posisble??
I never gave permission for anything to be activated and yet I have to be paying the bill. Cell C is activated things on the line and then making customers foot the bill!

HOw can a sim that is not in the device generate charges??
i want a refund!!!
