Paying for incorrect charges - bad service

My father (which is elderly) is being charged for a mtn airtime bill which has not been activated by him for three months & they still don't want to refund him. I sent two emails to them but got no reply. He went to Jet in Parow and explained that he is being charged for mtn airtime each month & do not even have a cell phone to use it. He asked that they present his proof of signature on anything and they said there is non. The Customer Service line was called by the staff & he was assured to get a refund but the the next month he got his account & the bill was still the same. I also went to Jet in Parow and they said I can't do anything because i am not the account holder. They gave me a Customer Service nr he can call & i called it myself because he stressed enough over this. I was transfered to Ester (the supervisor), after I spoke to someone that was unable to help me. She said that according to their records the mtn subscription was activated via sms in April. So Edcon don't have customer security, anyone has access to it? I explained that he does not have a cell to sms from. She was very unpleasant and rude and gave me a ref nr0407136074298 as if i am just a number to her & not a person!
