Vodaprom (ice) inability to fix a phone

The phone does not work.
The signal bars hover around one or two and once had the no signal symbol when I was trying to use it. I cannot phone anybody most of the time. Other phones in arms' length had full signal strength.
In short: the phone has been 'sent for repairs' three times. At about three weeks per 'repair' I have not had the package I pay for for nine weeks - about two months.
I seek no advantage. All I want is what I paid for. Get me a phone identical to this one, but that works, and I will be totally satisfied.
All I have had are promises and reports that the problem was being attended to somewhere down the line.
No more promises. Please pass this matter to somebody senior enough to be able to make a decision and do something.

I need this phone replaced or cancellation of contract
