Slow ADSL Speeds Frustrating

I logged a complaint on HelloPeter regarding slow access on my ADSL line on 8 October 2013. In the complaint I said that the the fault was logged on the 19 September 2013. Up to now I still have not gotten any resolution regarding this issue as this is a REAL and SERIOUS problem!

I got a call from Telkom saying that they have tested my line and there is nothing wrong, later the same day I get another call saying that there is congestion at my exchange. But the fault gets closed all the time! No one seems to want to give me an ETR! This is ridiculous as I am paying my ISP for a 4Mbps line and account but not getting the service I am paying for! Surely I am not the only one in my area experiencing this problem! This is really getting more frustrating day after day! Seems like your network guys are not doing anything to solve this problem! Yet you guys want more people to have ADSL service! With this disgusting service I do not see that happening!
Also why do I keep having to call you guys to get an update? Why I am not being called by your relevant teams
to update me on this situation!

This is appalling!

What is the ETR on this issue? Will I be reimbursed for my ADSL line?
