Unlawful billing. Still no refund

After porting from MTN to CELL C due to an administrative error on Cell C Direct side 2 handsets were delivered to me one for the ported number and one for a new contract. I notified Cell C direct that the second handset and contract was an error and i sent it back.

I was billed R 7600 for canceling the contact!!!

After numerous attempts they have agreed to the refund but keep on saying through the call center that they are awaiting bank details. The same bank details they deduct my monthly outstanding amounts from???

No one has bothered to phone me and each attempt to contact cell c direct ends with them saying they need my details and that they are escalating the matter???

POOR service to say the least. Mr Pieters (?) from the Call center promised he would have a person from Refund department call me back. As did Keegan Gallant a week ago.
