4 weeks and still no phone!!!

It's been 4 weeks now and I still don't have a phone. 4 weeks to upgrade and still nothing! This Manager Lindie keeps promising and promising and every time they have another excuse why i can't get a phone. It's the most useless service i came across. How in the name of all that's holy does it take 4 weeks to upgrade a phone? Have they not heard of something called a courier service?
