Unable to download fully - partial & interrupted

This is an update on an issue I have been reporting since the beginning of September 2013 (after my line was installed). I cannot fully download a file from the internet using my account. If I use a Telkom test account it works. If I use my personal account it does not work. Telkom have not been able to resolve this in 4 weeks of me calling almost daily. Any ideas anyone!???
