Trying to cancel lines since Feb '13

I have sent 10 emails since Feb '13, received replies to some of them, submitted all the necessary documents, phoned countless times and the lines i want cancelled are still active today (2 October '13) and i am still being billed for them.
As i am typing this I have been on hold for 13 minutes and counting.
