Billed incorrectly

During December 2012, I received a call from an agent at Cellc, selling me a modem. I replied by telling him that I was not interested because I have an ADSL Line at home. He insisted that I try the product which he mailed to me. I returned the modem to CellC in January 2013, stating that I did not need it. I was then billed for the modem. After various queries with the customer service personnel, only in July did they eventually decided to cancel the modem and close the account. In August I receive an account of R514.78. How many times do I have to say to Cellc that I do not have the modem and I did not use it, so how can you bill me.
