Waiting for new Modem since Novembe

My black ZTE usb modem stopped working last year, so i took it in for service around November 24 or so. I didn't get a word from anyone until i went back in January, and they had just kept the modem there, since it got back from the service center. Nobody contacted me. They returned the modem and told me that they could not repair it, but since i pay for C Cover every month i was told i would get a replacement modem. I filled in a second incident form and was told that all would be sorted out within 15 working days.

I returned after that time, and the store attendant told me that they had no idea what i was talking about. I was thereafter told that i need to fill in a third incident form and send my modem in for service AGAIN, and they would process everything and i would receive a new modem (that was 24 March 2013).

I returned yesterday (12 May) after i was told that my modem had been repaired. I collected my modem only to find out that it still did not work! They proceeded to tell me that in needed to fill in a FOURTH INCIDENT form. I am absolutely fed up now. How can Cell C make a customer wait 6 MONTHS to get a new modem. This is the worst service i have ever seen, anywhere
