Lack of response, not keeping promises

I lodged my initial complaint against Vodacom on 17/7/2013.
Vodacom responded on 22/7/2013. Reference PC-ZHZQ-31ZNP7
On Friday 02/8/2013 Charles Makokwe visited my premises where I experience extremely low network speeds. He investigated and made screen shots on his cell phone of data which reflect the hopelessly slow download and upload speeds.
He undertook to discuss it with his manager and promised feed-back by latest Monday 05/8/2013.
He specifically said he personally or someone from Vodacom will contact me.
More than 5 weeks have lapsed and nobody from Vodacom has contacted me yet.
I sent emails to Vodacom on 03/9/2013, 05/2013, 06/2013 and 11/09/2013.
But no response from Vodacom.
Vodacom is a high-tech company, many resources, but so far incapable and/or unwilling to help me.
Vodacom should be embarrassed by their lack of apparent interest in helping me.
Again, I urgently need help for a far better service from Vodacom.
My dilemma, again: For some time now Vodacom's service due to the snailishly slow network speeds and especially, their lack in support and feed-back.
