WHY have an opt out option on your website

Ongoing complaint about spam sms from cell c. Have phoned the call centre previously to ask not to be included on sms's about there promotion. HAve registered on their website not to receive promotional sms's but they persist in sending them. Have registered on DMA site not to receive spam sms WHY BOTHER PERHAPS I SHOULD JUST CLOSE THE ACCOUNT
