ICT NUMBER FOR BLACK LISTED PHONE

I am tring for the past 3 days to get hold of a ICT nr after my phone has been.
I need the ICTnr to rapport it to SAP and to claim it from my insurence.
To rapport a case to SAP you have 24 hours as far as I know. So my time to do so already expired. I phone Cell C 's custamer service many times without any help from them. I am going to cancel my contract with them because of them I was not be able to rapport my lost with the SAP and thus not be able to claim the phone from my insurince.
