Vodacom congestion left unchecked for 19 months

Vodacom realised the DeAar town was having congestion problems more than 19 months ago. Vodacom built a new site which was completed 19 months ago. Vodacom then left this site unconnected to their network apparently because they do not want to pay Telkom for the transmission or cannot process the site's transmission.. We have to make 4 attempts to get a call through when it gets busy - if we can get through. How can this be the best network for smartphones? Why should I pay for a service I cannot use?
