Vodacom gives out BLACKLISTED phones!!

I purchased a Blackberry9320 on contract 15thDec12 which broke rather quickly. I then took it4 repairs at Vodacom customer care/repairs which they took in4 repairs. 6thFeb13 I was given a replacement phone with all documents as proof of exchange4the 'new' device. Within a few months this phone displayed "Phone not allowed MM6' in the service provider bar, which prevents me from sending/receiving calls & SMS's. When taken4repairs the unhelpful lady typed in the IMEI number and call somebody who just said she should ignore whatever appeared on her screen. I didn't leave the phone with them as they wanted to charge R150 4a back-up. When taken into Vodacom again they sent me to Blackberry who informed me that this phone is a blacklisted phone, back at Vodacom staff didn't seem surprised at this including managers AND supervisors. The repairs supervisor said he will place a call to get it unblacklisted and will phone within a week. They tried to say we didn't send it through them to be repaired and eventhough I have ALL the paperwork!! I don't think the phone should just be unblocked I think I should be given a new phone including a free backup. An apology would be appreciated too!
