Bad Signal coverage in north riding area

I find it strange that in a built up area such as north riding that MTN has such pathetic network coverage in this area. 3g signal is hardly evident and one has to walk around searching for signal. Why is that? Instead of running off into Africa to offer services out there, why not concentrate on proper development here is SA?
