Unable to get access to sim card due to lost puk #

Hi,

I gave my old sim card to my mom long ago and she could not remember the PIN and entered the PIN incorrectly and the sim was blocked and needed the puk # to be entered. we dont have the puk number so we cant obtain access anymore.
i have tired to call the call center to to unblock to phone which was not successful. i still have that cell number and PIN, as i do remember the PIN for this sim

Can someone please assist
