Over billing for a data contract of R199/10 gig

I wrote a complait to 8ta and did several calls to them because they billed my contract to an amount of R1500.00, they said that i was precredited that amount at the begining of the contract.
I went to 8ta for a data contract priced R199.00 for a 10gig, when i was with the consultant i indicated to her the experience i had with Vodacom that a bill can exceed the actual contract agreement. She assured me that as soon as the 10 gig is finished then i wont be able to continue surfing the net as my data will be done and no extra R.I was happy, but on the 02/07/13 i saw the bill at about R900 i called the care line and Tshepiso Ngwangwa said that there is nothing that i owe on the account due for july and that there must be an error that i saw on the internet bill, i have not been mailed my itemised bill, it's well in over 3 months now. My issue is this why and who made them credit providers and also before you pre approve a person you must ask about expences and so forth is 8ta a service provider or a financial institute? Still awaiting their resolve and i declined the payment of this bill and they keep debiting my account. They gave me a case number 6565236 on the 8/08/13.Please help
