Cell C Has bad service

I have been a client of Cell C for the last 10 years already. My service is being suspended every other day due to none payment.
I have paid my account to date. When checking my invoices I see that Cell C double charge if a debit is reversed. When mentioning this to the customer care consultant. I was told to just pay my account and make sure that there are money in my account.
As client I am very disappointed in the service which I am getting from Cell C. Last week the proof of payment was mailed from a Cell C store to head office and today my service is suspended for the very same thing.
Question: Who operates the system at Cell C. When complaining I received a reference number and was advised that someone will contact me within 48 hours, it's now a month later for the first query and 5 days later with the second.
