Telkom cannot cater for what I pay for every month

I am on the verge of cancelling my Telkom account. I am a new customer, 2-3 months, and I have had it with the internet experience that Telkom provide me. I have a 4Mpbs uncapped account with telkom, but my internet experience is way way way below par. I have phoned Telkom numerous times, to check my link.. First there was an issue with the noise ratio on my line, and they dispatched a field technician out to my house. He then said there is no issue with the line. Again, i kept having these link loss issues, and extremely slow internet response. I kept phoning and phoning, each time either resetting my port, and or changing some bandwidth settings on my link... Fed Up with this, I phoned webafrica, and asked what they require from me to move my service over to them. They gentleman said to me, please provide me your number first. After doing so, he immediately saw that the exchange that I am connected to is fully congested. Running at 131Mbps out of the possible 124Mbps... This is unacceptable, as my one friend's 1Mbps link out performs mine. This degradation of my link is random, but mostly when I am at home wanting to watch IP tv etc..
My service will be moved shortly...
