Service delivery is pathetic!

I applied for a Telkom line about a month ago Ref 81428494A. A lady from Telkom contacted me to inform me that the technician was going to be at my premises on the 19/07/2013 and that I needed to have a few documents on hand as well as a telephone to connect and test. On the 15/07/2013 I received an sms from Telkom at 07/06am to inform me that the technician was going to be at my premises on the 16/07/2013 and that it was an all day appointment. I went out and bought the telephone, which had a 10day money back guarantee if it does not work. As at today, 24/07/2013, no technician has come to install the line and there has been no feedback from Telkom. The 10 days on the new telephone have lapsed so if there is a problem with the phone, is Telkom going to foot the bill for a new phone? When I called the contact centre, they informed me that there are no available dates for the technician to come out and install the line and I was told to hold on for the supervisor. After half an hour of holding on, I was told that the supervisor was busy and would call me back. is this the service level expected from the main telecommunication service provider in this country?
