Still being billed for a cancelled Contract

I went to Cellc in Bayside in Feb 2013 to cancel my contract because it was over. The consultant did all the Paper work and spin's me a story that it would take 3 months before the contract cancellation would be finalized and would not be paying any more after that.
Going on to the forth month now and they are still charging me. I went there the second time in june to enquire about that charges and they said the account was never canceled back in feb. They wanted me to fill out another cancellation form. Yet they found the paperwork that I was there to cancel my contract back in Feb. They also informed me that it does not take 3 months but only 1 month.
Now they are refusing to Refund me for the time between March and May due to there incompetence. I am still waiting on word for my refund for june that they still have not refunded me and it is nearly august. This is not how you run a company
