Constantly Charged Incorrectly

I applied for the international calls reduced rate
but from July I have been paying more than R20 a minute
Instead of 80 cents. After I complained it took two weeks
Before I got a reply which said that everything was in
Order and that no mistake had been made!
I am still paying more than R 20 a minute and have not been refunded for being over charged on international calls.
This policy was working in the past, why can't they view these charges in honesty?
