No line but still getting billed

I had a Telkom line installed

waited 2 months for the installation, no modem no internet Nothing,

i did not pay my bill because i had nothing i could use..

i contacted Telkom because i want to pay for the 2 months of calls i made... 800-00

they want to bill me now for 8 months line rental and and and... i didnt even had a line, cannot get calls? why do i need to pay for something i dont have???
