Cheap is Expensive: Moving to Cellc is costing me!

Moving from MTN to cell c has just costed me thousands of Rands. We are two sibling students at UWC. I used to be a MTN customer but I moved to Cell c in order to be able to communicate more affordably with my baby sister for who I also bought a Cell c Sim Card. Unfortunately she was robbed in May 2013 and the cellphone she was using belonged to the university (she is a Computer science student and was doing a project on cellphone applications). The university requires her to blacklist the phone get an ITC number so that police and insurance formalities can be followed up. I have been trying since the 14 of May to blacklist the phone without success. I phone the Call Centre several times and could only manage to get the Sim Card canceled. Seems all the ladies I spoke to are not sure what to do. I went to canal walk Cell c shop several times and was helped by several different staff including a manager and a supervisor but couldn't get it done. I gave them all the required information, Id, phone box but they keep blaming the call center and blaming each other, five times already and still nothing.
Now my sister has to pay for the phone... is that fair... cheap is expensive!!!
