Contract - Insufficent |Funds

I have complained and still awaiting a response or call back but to no avail.
Upgraded my phone two months back to a Blackberry and all I can do is send bbm and whatsup messages. The moment you try and call it say insufficient funds on a contract package. I loaded airtime on and guess what I can call. now that the airtime is up same message insufficient funds.
I need advise please where to go from hear, as the call centre or emails one sends seems to fall on deaf ears.
