I called in got call center agent.
I explain to agent that they need to get Telkom out to investigate line as I work in IT and have already diagnosed the problem myself.
Agent tells me my line is not meant to have good latency (FYI 2meg line uncapped and have not used 1 gig of data for the month yet). Agent gives me BS story about having capped account and uncapped account.
For months my line had no problem and this is day 3 and still no explination why i have above 250ms pings for local sites including my own university which is 60 km away with a nice beautiful ping of 300 ms.

I highly recomend do not go with this ISP.
They are useless.
