SLOW!!! TORRENTS!!!

I currently have a 4mb line with telkom and Ive been on the phone with their technicians about 4 times in the last 5 months that i have had this package with them.

not to mention that i phoned strait after work which was 17.20pm just to get transferred about 3 times to different people and then get put on hold for 10mins just to hear a automated message come up and say that i should phone between office hours!!!

my problem that i am having is that my download speeds are pathetic! i should be at least getting 400kbps as i am in an aria that supports 10mbps! my torrents start off strong and then drops down to stupid slow speeds. for example the 3 torrents that i have currently got running is (and might i add they are well seeded torrents) are only downloading at 15kbps, 1.3kbps and 60kbps!! i just want to know is telkom throttling on torrents??? and i will NOT pay for a technician to come out as they are incompetent!! i had a technician from telkom tell me on the phone that my speed test of 661kbps is very slow i should at least be getting 4GBPS!! YES SHE SAID 4GBPS!! i will not recommend telkom to anyone!!
