Lack of proper service delivery

My torrents are being heavily throttled (80KBps) on a premium 4meg uncapped package. This is exact;y why I put in the extra cash from my own pocket. I've only used 62GB this month of which a quarter is torrents. I have checked in my router. If I go onto [URL Removed] I get normal speeds. It's only torrents that are slow. I've tested it with another PC and a torrent with 1.2k seeders and 300 leechers. This is very disappointing. Been with Mweb for 9 years and I'm considering moving to a different ISP. Seriously, It's 9:30 on a Sunday night.
