Returned Usb Modem, was issued with Route

I had previously written a complaint on hellopeter relating to autopage. I had taken a modem on contract (24 months) but found that the modem never worked in the /- first 4 months. It was returned and eventually Clinton Neil from th ehead office assisted me via the complaint above on hello peter. After resolving the sim issues I was issued with a router instead of the modem that I was returned and received and email stating I should wait 3 weeks for the usb modem to come (out of stock). this email was received nov 9 2012 by myself, we are now in july 2013 nothing happened - i even wrote an email 2 months ago as a reminder - & nothing. I had gone as far as cancelling the contract early yesterday and incurred a fee of 684 on termination, but I dont think its fair for me to be stuck with a router as its not what I had paid for. I have cancelled even my cellphone service with altech and after calling 5 times to the call centre Im still unsure if they had comprehended as I had tried to cancel both lines and keep them prepaid instead.
