Call limit of R100 account over R4000?!?!?!

The phone my son is using had a call limit on of R100. We changed the handset from Blackberry to Iphone, as Blackberry had the R59 services the internet was unlimited, as for the Iphone its not unlimited. So kids dont know exactly what the difference between for free if you download, but still have to pay for being on the internet. Thats why I had a call limit in place. I almost had a heartattack when this account went up to almost R5000!! Why put a call limit in place and still u get this surprises??? Ive stopped my debit order so that this amount not go off my bank account, and want a full investigation... but the answers are that call limits are not working properly... bla bla bla... This is totallay unacceptable. Where do I go for this and what do I do!!!
