Account has not changed name after trying for two

I have been trying to get Virgin Mobile to change MY account into my name for over two years. The contract is in my sisters name and I know she has done what she needs to do to have it put in my name. The bill is even debited off my account always has been! How is it that I can't get it put in my name or do anything with this account!

When I phone the head office I get sent to the normal customer service who can't or wont help me! and then when I ask to talk to a manager I get put in a endless IVR loop till I hang up or the call cut's. i have been trying to renew my contract since January!
