Poor Download Speed in spite of Signal Strenght

This has been a recurring incident in spite of "customer support" from @tlantic. Download speeds are extremely frustrating and slow, with the basic of tasks taking a long time to complete.
On a 98% (average) signal strength I am only getting a maximum of 30kb/s download speeds. Using my phone, through a Wi-Fi Hotspot, gives me quadruple those speeds. i have all but given up on watching any sort of streaming video, streaming music or online gaming.
I have brought this issue to @tlantic's attention and have followed the advice given e.g, turned off all background applications, ensured line of sight towards my signal tower and have even gone so far as to use an Internet browser designed for slower connections. I need this problem solved. Previous mails have been unsuccessful and it is a huge source of frustration.
This contract would the perfect deal if you could just sort out the internet speed.
