Application for an obf

I need assistance i have submitted an obf request until after reporting it through hello peter blanche sent me an email saying i can go to menlyn i went there to drop my phone after waiting for 2 weeks for cellc to come and get it, i dropped it off on tuesday the 18th /06/2013 at menlyn was assisted by the manager RIAAD but untill today i havent received any feedback /rensponse in regarding the OBF made... please assistance this is a new /upgraded contract and i havent used the phone or the sim for almost a month now and now I am expected to pay a prorated fee on services that i did not use or ill say received as yet.
