CALLED 34 TIMES AND STILL NOT FIXED

I wanted to upgrade my account and line speed both to 10mbps. i hvae been to the store 4 times and i have called the call centre over 34 times in total. For some reason telkom keeps getting stuck on line speed, after explaining that the line speed is perfectly fine and that it is the ISP DATA account that needs to be fixed.
both my line and ISPaccount is with telkom and up to date the line is fine syncing at 10015kbps - the account how ever is still only on a maximum of 4mbps, when running [URL Removed] it goes to maximum of 4.36mbps.when i had my 2mbps account my ping was on between 5 -20ms, but now it is on 120-200ms. how can a faster line preform worse. i also dont understand after logging the call over 4 times online and calling more that 34 times and even explaining to multiple people at multiple departments what the problem is that they plainly ignore the problem and do just what they want to do. It has now been almost 2 weeks of constant battling to get this issue sorted and yet im still at square 1. other people at other ISP's get this done in under an hour, why is it so difficult for telkom to understand the problem and actually fix the issue.

My 2 meg line is now a 0.2 meg line
