ADSL line faulty for a month

Since 20 December 2012, a month now, our residential ADSL line has been down, unstable, and when it runs occasionally, only operates at less than 1mb when we pay for a 4 mb line. Almost daily calls to 10210 and numerous escalations at best result in an SMS that says the problem is resolved, service that lasts a day, and then falls over again. One very helpful agent confirmed that the line is noisy, unstable, and there is clearly an issue between the box and the residence, but we have been unable to get a technician to actually show up. I have only once been able to successfully speak to a supervisor, and still the problem persists - and I can never get past the agent to speak to someone senior.
