Q10 waiting for three weeks

I signed my contract three weeks and was informed the waiting period for the Q10 was 7 to 10 fourteen days. It is now three weeks ..! Nobody seems to be able to give me a delivery date .. My migration has already taken place... I need this mater to be cleared asap ...!
