1 Year and BAD ADSL from TELKOM still not repaired

It has been a year now and after several fault reports via the Telkom call centre and online service, my internet connection is still slow and intermittent. I am paying for a 4Meg line but not even getting close to what I am supposed to get. The unskilled technicians have been and gone several times and have so far only managed to fix the problem for about an hour or two at the most. Telkom tells everyone it is a best effort service but I fail to see how they still get away with giving substandard services. I am now completely fed-up with the lack of service and skilled technicians from Telkom. This problem needs to be sorted out as my income is dependent on internet that works as advertised. As I mentioned I am paying for 4Meg but the Telkom operators told me that they took it down to 2Meg so that it can be more stable... It is still not stable!!! Telkom needs to sort out this problem ASAP. I have asked the operators about the Fibre Optic option but they can not give me an answer. The Telkom services cost me a bunch of money of which i only get 30% worth at the end of the day.
