Poor 3G service after 7pm

I got an 8ta 10gb package with wifi modem about 2 months ago and at first the 3G service was brilliant, since then it has slowly deteriorated and I have also found that they have debited R470 from my account instead of the R270 that was initially agreed upon! I would like an explanation as to why I am blatantly being ripped off!
